Becau*«ofthis,bheCSU trustees have recommended a fee increase of $372 per year over 'this year's fee pending a final review by the board's finance committee. If the fee increase is adopted, the be^st projection according to Welty is that we would still start the next year with$3.5 million less than we had on July 1,1990. Welty said CSUF must strongly advocate the needs for Public Higher Education. A Budget Advocacy Board has been put together to design a plan to make our case to the public and the legislature. In reviewing the intellectual climate, Welty said the restoration of library hours was the most basic step that had to be taken. Welty said he is also looking to address the needs of our outstanding students to make sure they have every opportunity to have a good academic experience at the university. He also expressed the need to improve community relations. Welty stressed that it is important to build a "university community where freedom of expression is protected, but at the same time we must build a university community . where respect and dignity is upheld and practiced." He said it is clear that theuniversity community has much to do in the coming months and that the task will not be easy. '1 am very excited to be part of the university community and despite th£r challenges we face, our future is a brightone," he said. "I ask for all of your help and I will look forward to meeting and talking with you in the coming semester."
