The grant was awarded as part of a Community Development Work Study Program designed by the Department of Housing and Urban Development to train members of minority groups to plan and implement state and local Community Development Block Grant According to Dr. Wayne Merchen, ad¬ ministrator of the Political Science City and Regional Planning Program, two/ minority students enrolled with the pro¬ gram will receive up to $6,000 annually in financial aid over the next two years, "The grant actually provides for four minority students to be awarded finan¬ cial aid over the next two years, but two of the people we had selected pulled out at the last moment," he said. recruit any more students to fill the other two spots because it was already too late in the semester to do so and the process of selecting a new candidate would take too much time. Merchen said the two students who were selected to receive financial assi st¬ ance under the program, Carol Mc¬ Donald and Carlos Rodriguez, were both graduate students in City and Regional Planning. Under the program, both students will be exempt from paying university reg¬ istration fees on top of receiving free books and a maximum of $6,000 a year while completing their practical train- The grant also stipulates that both McDonald and Rodriguez will have to carry a load of 12 academic unite a semester for the next two years, while working 12 hours a week for a CDBG- edaynry - Both the students will also have to spend two years with a CDBG-funded agency upon their graduation. He said one of the students would be working for the city of Fresno while the other would complete the required practical training working under Fresno County. According to Merchen, the program was developed by the Department of Housing and Urban Development to train a group pf well qualified minority professionals to design and administer CDRCr programs. 'Throughout California, there were only 10 such scholarships available un¬ der the program and four of those came our way," he taid. This is the third time the Political Science Department and City and Regional Planning Program have been involved with a work study program. Merchen said that during the 1970s, ■ 20 students were* given financial l give aid under earlier forms of ti "This is a very good opportunity for minority students because they will receive the necessary outside practical training as well as the other benefits that the program provides," he said. He said that it was becoming in¬ creasingly difficult to persuade students in minority groups to enroll in the grad¬ uate program without offering them some form of financial aid.
