'They could meei Ihe recommendations hased on the chancellor's office because It's real Istlr.' said Perez.a second-year director. ■There's no way lo really figure out what our budget will he. There Is always a lot ol uncer- taints. Sometimes It doesn't look too good, nut you never knew,* said Peres. perei charged Governor Ronald Reagan's lack of Interest In EOP. a program designed tohelp minority and low Income students, as the key reason why Ihe budget remains continually cloudy. 'The governor has not thought too highly of EOP in the pest, and thai Is why the budget Is always rut each year. The trustees and legislators have always Included us in their budget. •This is the first time the Finance Department (Reagan's appointed office) has come out with an estimated budget lor EOP. and l think it's a good sign,* said Peres. The department's proposed 1973-74 EOP budget includes $2.2 million lor student grants and $1.6 million for administration program costs, totaling $J.A million. This figure, of course, represents statewide funding. Perez prefers the Chancellor's ad hoc budget committee proposal, which totals $4 million with $2.4 million (or g ranis and $1.6 million lor program administration. Perez is especially concerned with the grant monies, since It determines the number receiving financial assistance. The Chancellor's Office's budget would involve, If accepted, approximately 2*0 more students than the financial department's budget. (Continued so Page 4, Col. 4) By Royal Alvord SUff Writer A conflict between representation and efficiency prompted much of the discussion In Wednesday's Student Senate meeting In which a proposed revision of ihe Association Bylaws waa presented. Legislative Vice-President Woody Brooks and Administrative Vice-President Hal Bolen have drawn up the proposal which, a* Bolen pot it, 'la Just being thrown out for discussion at thta time.* The mala topic of concern to the senators waa Ihe Item calling (or a reduction In the a ze of the senate, The plan calls for maintaining senators from the College Union Board, ihe Board on Athletics snd the Board on Publications. Four senators would come from committees which would alao be formed by the new bylaws. These committees would be consolidations of existing committees, said Bolen, Between three and eight other senators would be sleeted, said Bolen, making a total of from 10 lo IS senators, a major reduction from Ihe present 29 aea- atora. Prime opponents of Hie Idea were Senators Liz San Juan and Pal Wilson. They said that reducing Uta number of senators would eel Ihe amount of student representation. Wilson said aha was especially concerned lhal there waa no provision tor senators representing various schools. Bolen told Ihe senators ha appreciated Ihelr comments but asked them to consider Ihe proposal aad make individual suggestions to him aad Brooks. Other proposed changes are: the transfer of budgetary powers over mandatory student body fees from the Board of Dlrectora (BOD) to Student Senate aad transfer of budgetary powers over ihe College Union and College union lea from the BOO to the College Union Board. BOlan said students would have more representational Input Into the budget under the chance since all 10 lo IS senators would be drawing the budget. There are four students on Ihe BOD. One change being suggested la alao being pushed by Ihe trustees of the California State University and Colleges system.
