His business experience may be an asset to his chances of being selected, but it appears someof his business ties and dealings will prove tobe more significant and a major stumbling block to his pos¬ sible selection. In addition to being president of Federated Development Co., he is also vice chairman of Maxxam. Inc., which owns Pacific Lumber Co. and KaiserTech Ltd , the par¬ ent company of Kaiser Aluminum & Chemical Corp. Federated Development Co. is a holding company owned and controlled by Houston financier Charles E. Hurwitz, and is the largest shareholder of Maxxam. Inc. Maxxam, Inc., through a sub¬ sidiary headed by Munitz, owned United Savings Association of Texas, a failed savings and loan taken overby federal regulators in 1988. Legal documents indicate the S&L failure may cost taxpay¬ ers up to SI .4 billion. According to the documents, Hurwitz obtained financing for the Pacific Lumber Co. takeover with the help of convicted Drcxcl Burnham Lambert so-called "junk bond king" Michael Milken acting asdealer/manager.
